Okay i need one with these specs:
+15 energy -1 regen Restoration Focus and 20% recharge

Wont be able to find one with both, because the 20% recharge and the 15/-1 are both inscriptions. You could get one that is 15/-1 and 20% HCT of restoration, or one that is 15/-1 and 10% hct of all spells.

And almost all crafters in GW:EN will make a no focus, no inscription focus for any attribute. Problem is that a RECHARGE mod on a focus is VERY rare. Casting speed can be found or made easy, as there is a Focus Core for it. But there is no Focus Core for recharge.

What you want just does not exist, and can't be made. You can get the 15/-1 mod easy enough, just not the recharge.

e/a look for a green farmer if you do

there is a boss right outside aspenwood gate luxon side
drops a focus whit the stats you need
